McClure to the new position of Chief Strategist. McClure previously served as the Associate Administrator of the U.S. GSA Office of Citizen Services and Innovative Technologies from 2009 until 2014. As a leading political appointee for the Obama Administration in charge of federal IT innovation, he transformed his office into a powerful engine for making government operations more open, transparent, and participatory.
Through the use of innovative technologies, McClure’s office connected the public to government information and services through the Internet, collaborative Web 2.0 and public dialogue tools, call centers, and other emerging new media and citizen engagement technologies. During his tenure, he led efforts to create and enhance several award-winning cloud-hosted web sites, including USA.gov, Data.gov, Challenge.gov, and USABusiness.gov. In addition, McClure’s office oversaw the Program Management Offices (PMOs) for the Federal Cloud Computing and Federal Cloud Credential Exchange, the GSA FedRAMP program (currently the world's largest implementation of how to efficiently and continuously evaluate cloud services provider security/privacy), and the Presidential Innovation Fellows projects, including GSA’s “18F” innovation project teams and portfolio.

McClure brings over 25 years of leadership experience in the federal government to his new role, including an 18-year career with the Government Accountability Office, where he conducted wide-ranging reviews of major systems development and IT management capabilities in almost all major Cabinet departments and agencies. He also supported public sector clients worldwide as Gartner’s Managing Vice President for global government research.
McClure is a four-time winner of Federal Computer Week's "Top Federal 100" for impact on government IT directions and improvements, including FCW’s prestigious Government Eagle Award in 2012 and NASCIO’s 2014 Technology Champion Award. He has provided key input on major federal government IT reform legislation, such as the Clinger-Cohen Act of 1996 that created federal government CIOs and IT business-case requirements, and the e-Government Act of 2002. McClure also served on the Federal CIO Council Executive Committee, IAC/ACT Executive Advisory Board, Institute for Innovation for IAC/ACT, and the Executive Advisory Committee for AFCEA/Bethesda.
